Nigerian Youth Parliament Hails UN-Habitat Deputy Executive Director, Dr. Michal Mlynár

The Nigerian Youth Parliament has paid glowing tribute to Dr. Michal Mlynár, the outgoing Deputy Executive Director of the United Nations Human Settlements Programme (UN-Habitat), describing him as a visionary leader, global diplomat, and steadfast advocate for youth inclusion in urban development.

Dr. Mlynár, a seasoned diplomat and educator with nearly three decades of international experience, is concluding his tenure as Deputy Executive Director after several years of service to UN-Habitat. Until April 2023, he served as Slovakia’s Ambassador and Permanent Representative to the United Nations in New York, following a distinguished career that included serving as Director-General for International Organizations, Development Cooperation, and Humanitarian Aid at Slovakia’s Ministry of Foreign and European Affairs.

His earlier posting as Slovakia’s Ambassador to Kenya, during which he chaired the Committee of Permanent Representatives to UN-Habitat and presided over its Governing Council, marked the beginning of a long and impactful relationship with the organization. He later returned as Acting Executive Director of UN-Habitat from January to August 2024, before assuming the role of Deputy Executive Director, where he continued to lead with diplomacy, inclusiveness, and purpose.

The Nigerian Youth Parliament praised Dr. Mlynár’s tenure for its youth-centered approach and strong commitment to amplifying young voices in global urban conversations. Under his leadership, UN-Habitat deepened engagement with youth-led organizations, including initiatives that supported youth entrepreneurship, green urban innovations, and inclusive city planning.

In a statement issued by the Office of the Speaker, Rt. Hon. Aliyu Idris Zakari extolled Dr. Mlynár for his transformative leadership and dedication to empowering young people. He stated, “Dr. Michal Mlynár’s leadership at UN-Habitat reflects a deep understanding that sustainable cities cannot exist without active youth participation. His vision and openness gave young people across Africa and beyond the confidence to engage meaningfully in shaping their communities. He will be remembered as a true friend of youth and a champion of inclusive development.”

Also speaking, Hon. Osawe Uwagboe, Minority Leader of the Nigerian Youth Parliament, described Dr. Mlynár as “an exceptional diplomat whose humanity and foresight set him apart.” He added, “Dr. Mlynár consistently demonstrated that genuine leadership is about listening, empowering, and creating pathways for others to lead. His belief in the potential of young Africans has left an enduring mark on how youth engagement is perceived globally.”

The Parliament further commended Dr. Mlynár’s efforts in championing youth inclusion within UN-Habitat’s global agenda, noting that his work helped strengthen collaboration between international institutions and emerging youth leaders across the continent.

As he bows out of office, the Nigerian Youth Parliament extended heartfelt appreciation to Dr. Mlynár, affirming that his legacy of vision, inclusion, and partnership will remain a guiding light for young leaders committed to building a more sustainable and equitable world.
